When using clip art for sale for use in commercial designs, you must make sure you have a commercial license so you may sell the piece that incorporates the clipart. It is against the law and highly discouraged in artistic circles to just copy photographs you like from Google.
I've put together a list of some of my favorite sites for buying clipart for commercial use throughout the years, all of which have commercial licenses. However, you should verify each license separately because they might differ from one artist to another and from website to website.
Here are a few of my favorite free websites, but use caution when using them. I personally wouldn't use these in pieces I plan to sell because occasionally the origins can be questionable (for example, files are uploaded to these websites by people who don't actually have the original artist's permission to publish them; I've seen this happen in Facebook groups a few times!).

Design Bundles
I adore Design Bundles because they provide a huge variety of items, including weekly freebies (with business rights!), bundles, typefaces, and individual design products. When looking for clipart for business usage, this is certainly my favorite clip art for sale for use in commercial designs.

Etsy
When I need graphics, I always look on Etsy, and I frequently purchase from my favorite artists. Also available are some amazing images, mockups, presets, themes, and svgs; there are a ton of brilliant artists selling on this site. However, a word of caution: carefully review the licensing for the product you are interested in. Some have very severe license terms, such as requiring you to purchase an additional commercial license in order to use the graphic or allowing you to sell 500 units with a single license.
The Hungry JPG
I adore this website as well; it is fairly comparable to Design Bundles, however I believe their selection is a little more limited and the search is still lacking. But they also have a weekly freebie, which is really helpful, and a huge assortment of $1 goods, which are a great price!
The Creative Market
Graphics, images, web themes, fonts, and a plethora of other materials are available on this enormous website. They provide a freebie every week, but be careful—these don't necessarily come with a business license. However, if you're searching for certain images or packages, this is an excellent source.
Adobe Stock
I really like this site, but it's not cheap. Right now, it costs £19.99 a month for 10 assets, or around £2 for each item. While that's a terrific deal per asset, I don't need that many assets per month, so it's still rather expensive for me.
